In order to solidify the relationships between ACEC and the Department of National Defence (DND) and its contracting agency, Defence Construction Canada (DCC), the three organizations recently signed a Memorandum of Understanding. The MOU stipulates that DND and DCC wish to support the principles of Qualification Based Selection (QBS) used in a competitive selection process of consulting engineers and, therefore, will continue to assign pre-eminent importance to the technical qualifications of proponents in its proposal evaluation process, within the framework of Treasury Board policies.

The MOU recognizes ACEC as the official voice of independent consulting engineering firms in Canada. ACEC will provide advice and input to infrastructure and environmental policies, guidelines, standards and contractual issues affecting such areas as alternative service delivery, professional liability, risk management, value engineering, amendments to the North American Free Trade Agreement, the World Trade organization – Agreement on Government Procurement, and similar trade agreements.
