British Columbia civil engineers CitiWest Consulting have appointed John Sidnell, P.Eng. as senior project manager. A recent addition to the firm, Sidnell has experience in master drainage plans, neighbourhood servicing and transportation engineering.

At Giffels of Toronto, David Barrington, P.Eng. has been made director of project management. The appointment was following the retirement of Roland Hilkene after 35 years with the firm. In March, John Dawson was made director of Giffels’ western region.

David Bannister, P.Eng. has been appointed vice president of struct- ural engineering and partner at Marshall Macklin Monaghan of Thornhill, Ontario. A graduate of the University of British Columbia, he joined MMM after a period of 15 years with Carruthers & Wallace.

New president of R.J. Burnside & Associates of Orangeville, Ontario is Rui F. De Carvalho, P.Eng. He has been with the firm for 23 years as a senior manager with experience in project management, water resources and environmental engineering.

George Tamura, P.Eng., one of the international pioneers in fire safety research, died in Toronto in April. Mr. Tamura graduated from the University of Manitoba in mechanical engineering in 1951 and went on to NRC’s Institute for Research in Construction. From the1960s he produced landmark papers on fire and the spread of smoke in high-rise buildings. As a culmination to this career, he produced the authoritative text “Smoke Movement and Control in High Buildings” in 1994, published by the National Fire Protection Association.

Roger Jinks has been appointed president of AMEC’s Earth & Environmental operations (formerly Agra Earth & Environmental). He served in various management positions within the Agra organization since 1987, mostly as executive vice president of the company’s western Canada, U.S. west coast and international operations. He succeeded Dr. William Siusarchuk who is retiring after 27 years with the company.

Robert Freundlich & Associates have appointed Ed Moniz as a senior security designer, based in Victoria, B.C. Moniz has 27 years of experience in the security industry and joined the firm in July.

Dick Engineering of Toronto, a full-service firm serving the pulp and paper and industrial processes industries, has restructured. Donald D. Dick, P.Eng., founder of the firm in 1969 and formerly president, is now chairman. William, J. Dick, P.Eng., who joined in 1976 moves from vice-president to president. Mark J. Keon, P.Eng.. becomes vice president, Chris Drimba, P.Eng. is vice-president, industrial, Robert J. McNeely, P.Eng. is vice president, project management, David Noel, P.Eng., is vice president, automation, and James A. Purvis, P.Eng., is vice president, engineering.
